{"id":60,"date":"2009-10-15T19:30:39","date_gmt":"2009-10-15T19:30:39","guid":{"rendered":"http:\/\/umafrica.org\/v1\/?p=60"},"modified":"2009-10-15T19:32:16","modified_gmt":"2009-10-15T19:32:16","slug":"uganda-mp-urges-death-for-gay-sex","status":"publish","type":"post","link":"http:\/\/umafrica.org\/v1\/?p=60","title":{"rendered":"Uganda MP urges death for gay sex (bbc.co.uk)"},"content":{"rendered":"<p class=\"first\"><strong>A Ugandan MP has proposed creating an offence of &#8220;aggravated homosexuality&#8221; to be punishable by death.<\/strong><\/p>\n<p>Ruling party MP David Bahati wants the death penalty for those having gay sex with disabled people, under-18s or when the accused is HIV-positive.<\/p>\n<p>Homosexual acts are already illegal, but the Anti-Homosexuality Bill proposes new offences and urges the toughening of existing penalties.<\/p>\n<p>Earlier versions of the bill were widely criticised by rights groups.<\/p>\n<p><!-- E SF -->The BBC&#8217;s Joshua Mmali, in the capital Kampala, says the bill has a good chance of being passed as senior figures from the ruling National Resistance Movement are likely to back it.<\/p>\n<p>President Yoweri Museveni has made several speeches outlining his own anti-gay views.<\/p>\n<p><strong>Gays &#8216;persecuted&#8217;<\/strong><\/p>\n<p>There are estimated to be 500,000 gay people in Uganda, from a population of about 31 million, according to gay rights groups.<\/p>\n<p>Gay activists have long alleged persecution and existing laws already allow large fines and life imprisonment for some homosexual acts.<\/p>\n<p>\u00a0<\/p>\n<p><!-- S IBOX --><\/p>\n<table border=\"0\" cellspacing=\"0\" cellpadding=\"0\" width=\"231\" align=\"right\">\n<tbody>\n<tr>\n<td width=\"5\"><img decoding=\"async\" loading=\"lazy\" src=\"http:\/\/newsimg.bbc.co.uk\/shared\/img\/o.gif\" border=\"0\" alt=\"\" width=\"5\" height=\"1\" \/><\/td>\n<td class=\"sibtbg\">\n<div>\n<div class=\"mva\"><img decoding=\"async\" loading=\"lazy\" src=\"http:\/\/newsimg.bbc.co.uk\/nol\/shared\/img\/v3\/start_quote_rb.gif\" border=\"0\" alt=\"\" width=\"24\" height=\"13\" \/> <strong>Members of parliament are overwhelmingly supporting this bill because homosexuality is illegal <\/strong><img decoding=\"async\" loading=\"lazy\" src=\"http:\/\/newsimg.bbc.co.uk\/nol\/shared\/img\/v3\/end_quote_rb.gif\" border=\"0\" alt=\"\" width=\"23\" height=\"13\" align=\"right\" \/><\/div>\n<\/div>\n<div class=\"mva\">\n<div>John Otekat Emile<br \/>\nIndependent MP<\/div>\n<\/div>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p><!-- E IBOX -->Mr Bahati&#8217;s bill proposes widening the definition of homosexual acts and wants to fine or imprison anyone found to be promoting homosexuality.<\/p>\n<p>The bill states that its provisions are intended to &#8220;protect the traditional family by prohibiting any form of sexual relations between persons of the same sex&#8221;.<\/p>\n<p>The International Gay and Lesbian Human Rights Commission has urged the bill to be dismissed.<\/p>\n<p>They say it violates several international agreements Uganda has signed up to &#8211; as well as contradicting the country&#8217;s own constitution.<\/p>\n<p>But John Otekat Emile, an independent MP, said he believed the bill had a &#8220;99% chance&#8221; of being passed.<\/p>\n<p>&#8220;Members of parliament are overwhelmingly supporting this bill because homosexuality is illegal in Uganda, and we have that clearly in the penal code,&#8221; he told the BBC.<\/p>\n<p>Emmanuel Dombo, an MP with the ruling party, agreed and said it was an important issue to investigate.<\/p>\n<p>&#8220;What we need to look at are the sentences &#8211; what kind of sentences or punishment should be prescribed for sexual offenders in this respect &#8211; that is the big question,&#8221; he said.<\/p>\n<p>But our correspondent says the authorities already find it difficult to prove cases under current laws because evidence is difficult to obtain.<\/p>\n<p>Some people who have openly declared that they are gay have not been prosecuted because declaring sexual orientation is not a crime, our correspondent adds.<\/p>\n<p>\u00a0<\/p>\n<p><a href=\"http:\/\/news.bbc.co.uk\/2\/hi\/africa\/8308912.stm\">http:\/\/news.bbc.co.uk\/2\/hi\/africa\/8308912.stm<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>A Ugandan MP has proposed creating an offence of &#8220;aggravated homosexuality&#8221; to be punishable by death.
